Jesse Willard, the 34-year-old father who fatally shot his 4-year-old daughter and then killed himself last month, left a note behind in their North Portland home.”She is beautiful. My sunshine burning with love. I spare her dark fate,” it read.His wife, Stephanie Willard, spoke Wednesday of the “anguish and living hell” she’s experienced since she came home that May 8 night and found her husband’s and daughter Maribella’s bodies and the note.Addressing the Portland’s City Council, she said her husband suffered from bipolar disorder and manic depression and couldn’t get the psychiatric help he needed after he was released from the hospital earlier this year.”He was scared he would never get better. He was hopeless, and he feared the same for his daughter,” she said, speaking in the council chambers at City Hall. “This was a man who was desperate to end his pain and feared for the pain his daughter may experience.”
